ELLY cross-references voter rolls against Secretary of State records, property tax data, move records, and obituaries all year. When you need it in real time, The Election Monitor takes those findings into state-level mail ballot activity — so a registrant flagged as undeliverable or moved shows up while the ballot is still in play, not after the election is certified.
